Fry the onion in a pan with the oil. Add the garlic. Fry the caraway seeds and paprika powder for a few seconds while stirring. Add the flour, stir until well combined and pour in the vegetable soup. Add the vinegar and potatoes.
Cook until the potatoes are very soft. This will take 20-45 minutes, depending on the variety and size of the pieces. Stir frequently in between so that nothing burns to the bottom of the pot. If necessary, add a little more water or soup so that the potatoes are covered while cooking.
